...or anyone else in the Executive branch except his own direct staff. That office is not in the chain of command.

So anything done at Cheney's command was because Cheney's orders were Bush's orders. Dubya is equally responsible for every one of Dick's actions. There's no "plausible deniability" here. Bush can't be let off the hook.
