5. Isn't that pretty much an admission that he is unable to perform the duties of his office? Someone
needs to start proceedings to remove him.

He just gave a speech saying he is going to vote against it so it won't be unanimous vote. The council is now debating the bill."
They have to debate it again beause he asked for another vote?
