However the NED is actually subdivided into primarly two partisan-populated organizations (in addition to CICP for private enterprise and ACILS for labor). The "Republican" sub-organization is the National Republican Institute for International Affairs (later renamed the International Republican Institute or "IRI"). The "Democrat" group is called National Democratic Institute for International Affairs (NDI). Of these two, the IRI has been funneling the most money into destablizing Venezuela and ousting Chavez.

.... there is evidence that the US has been involved over the long haul, setting up and funding the "civil society" groups that instigated the coup. There is even a public statement issued by the IRI, a US agency that specializes in setting up Fifth Column groups in foreign countries, boasting that it was a key force behind the coup.
