It's simply unacceptable. That's a term, used concerning the animal world, as in cattle, and simply doesn't come across well concerning people. Not one bit.

Until the last few years, time papers, tv networks could handle reporting on these events by using terms like "mass panic," and as a verb, "panicked." Damned easy to accomplish, easy to understand.

"Stampede" is disrespectful, thank you very much. Whew.
