Bush is ordering it to report next year (after the election, as many above in the thread have noted).

That means from now until the election, any WMD questions from the Democrats will be off the table. The response will be:

"Wait for the bi-partisan WMD report!".

To any questions, on any topic to do with WMD (and perhaps Iraq).

The Dems would have to be insane to agree to this.
