Hizb'Allah benefits from the transmissions (they regularly post the bank account numbers of accounts for people to donate to their cause--that commercial pops up more often than ones for OXY CLEAN in the US). This law goes back to Jimmy Carter's era. Congress passed it, Carter signed it, Treasury enforces it.
