Gov. Pataki to Tout Tax Cuts in Address

Gov. George Pataki will use his final State of the State address Wednesday to push for tax cuts, create tax incentives to boost manufacturing and call for the use of renewable energy sources such as wind power.

Pataki took office in 1995 and is not seeking a fourth, four-year term. He is considering a bid for the White House in 2008.

The governor was to call for a "pro-family tax cut" eliminating the so-called marriage penalty in filing state income tax and greater tax relief from local school taxes for seniors and families under the state STAR program. He wants to send taxpayers rebate checks, rather than allow school districts to erode the savings with more spending.

In addition, Pataki was to propose "empire zones" in every county by the end of the year to provide tax breaks for businesses that expand or locate there. He would also make renewable fuel tax-free statewide.
