Up until the 1800's, abandoned and neglected children were placed in workhouses, and sold into indentured servitude or industrial labor. I see no reason we can't bring back the proud traditions of old, besides children orphaned by the state due to a parent smoking a joint, poor "neglected" children can be taken from the welfare rolls (and their low class parents) and placed with them in these facilities.
This would allow them all to be productive charges indentured to a new industry that would provide cleaner modern reinventions of workhouses that could produce profit while simultaneously reducing social welfare costs. Everybody wins!
