Syria does not have chemical weapons. That is news to me, because earlier they claimed they did and would not use them unless foreigners attacked. Both sides are playing to the Public.
Why would anyone trust the U.N. headed by a South Korean? I wouldn't allow the U.N. in period so they can trump up charges. The U.N. is just a political arm used by certain countries to manipulate policies. It has no power to place sanctions on certain countries. The only mission the U.N. should have is brokering peace and not advocating War on any side. Too many countries use it to justify War. The Syrian Civil War appears more than that, when you have Foreign influence and certain parties wanting to establish a certain Government. The Americans are trying to establish a government favorable to Israel. Islamic extremists want to establish Sharia Law and the present Government is favorable to Iran. You still have a shaky environment in Iraq because that government is more favorable to Iran and don't like the Kurds giving more preference to Turkey when it comes to oil. I imagine Turkey is trying to get the same results concerning Syria. There are a lot of things going on here besides a Civil War, which doesn't necessarily have to do with human rights. That is just a smoke screen.
