It looks like migrant workers who come to harvest crops, a set up camp. It looks like families at the camp, with things like this for the teenagers and other places also do things there for them.

We spent two evenings at the Townsend Farm Labor Camp in Fairview, a new venue for this year. At the camp we treated young adults that were working in the fields during the day and their younger siblings who were in a camp program. At the camp, educational services take place outside at the picnic tables – and our screening was outside as well.

ETA back in the mid-80's, family of friends had a berry farm around there and there was minimal official camps, just people camping. Looking more, it seems the officials have set up regulated camps which imo is good. This looks like an interesting job.
