Its not as if the evidence wasnt available, even more so for someone who had access to some of the best experts on the planet. The worst of it is he was in charge of a federal department and didnt take the appropriate steps to make his employees safer. I feel more sorry for his employees who have been affected some of which undoubtedly due to his willful ignorance.
