2- sprinklers only do so much. They are a stop gap until the FD arrives. If the area isn't safe, the FD will not arrive.
3- I'm sure most of the protesters in Minneapolis did not have the goal of burning the police precinct or their neighborhood businesses. However when I drove down Lake street a couple days ago those buildings were burned.
Do you know for certain there is not a handful of protesters who want to cap their victory by setting the target building of the protest on fire? Or that provocateurs would use the crowd for cover to create the next Trump speech/ commercial? Or that there are just some people who like to burn things and doing so to a building that is a national focal point is too good to pass up?
