that there were many objections to the legality of it, including the question of how do you pardon someone who has not been convicted?

In the end, Ford's pardon was basically a statemwnt that he would not pursue any further investigations or charges. But, legally, I think his pardon was worthless. Investigations and charges could have been pursued, but there was a general feeling at the time that, between Vietnam and Watergate, after a decade of demonstrations and assasinations, the American people could not take any more and needed to "move on."

I always thought it was a mistake not to investigate and clear the air after Nixon resigned. I remember arguing with a co-worker, who believed that a president (or former one) should not be subjected to the same type of investigation for crimes that a non political citizen would face.

I do not think that a pardon without a trial and conviction would be tolerated today since it still has no legal legs and we have learned a lesson about "moving on."
