17. Rice and Biden both voiced the idea of dereliction of duty

Usually spoken of in terms of the military, dereliction of duty is a very good way to characterize Trump's unfocused, scattershot, feckless response to the pandemic and to the reports of Putin's pay-for-slay program. I intend to use it.
