4. There is partnering with the Ed Dept.

A large number of HS programs are located in public schools as a means to get more funding and opportunities for disadvantaged kids and families. Schools are usually looking for ways to increase pre-k numbers and HS provides that avenue. I will add this how it works in the part of Texas I live in. Most HS programs are suppose to be built around community needs.
