In Jason Brennan's book, Against Democracy, he argues that power should reside with the knowledgeable:

There are good reasons to ban them but there are good reasons to keep them. Voting has value not just to get the right results but also to make people accept the government as legitimate. Voting for all is essential for legitimacy. Also the dumb are just as deserving as the smart so their needs and desires deserve a shot too.
