How much US taxpayers' money is given out annually to other countries not in need

I keep seeing that we dish out millions and millions to other countries not in need yet at home we have furloughs and sequesters (i.e. cuts).

So who is doing this?

we might pay a country near Afghanistan to permit us to store supplies etc, or pay a country to not trade with Iran etc

HALF, or more, of ALL discretionary spending. And it never gets cut, it only goes up.

I'd focus your concern there, if I were you.

or at least have half its resources dedicated to the greatest threat we face: global warming. Put all those engineers and scientists and technicians to work developing new, clean energy sources and cleaning up the mess from the old ones.

Most of it comes with a requirement that it be spent on American goods and services.
