Cuts to federal administrative grants to states

In addition to the reductions in individual benefit payments, the sequester also cuts federal grants to the states and the District of Columbia for administrative costs of the unemployment insurance program by 5 percent, or an estimated $158 million in fiscal year 2013. The estimated cuts range from about $23.6 million in California to around $300,000 in South Dakota. States will have to either replace the loss in federal administrative funding with other resources or implement budget cuts.

as unemployment fell to 7.6 percent but then there's the bad news as this drop is due to 496,000 people who just gave up looking for work and left the labor force in March.
