Elizabeth Colbert Busch-D for US Senate in 2014.

If Cobert-Busch-D defeats Sanford-R in the May 2013 Special Election, she will end up losing in the November 2014 Election (Republican nominee is likely to be anyone but Sanford-R, SC-1 is a Republican friendly) Colbert-D could run against Graham in 2014.

That said, where does this obsession with elevating political figures before they've proven themselves in their first job come from?

now concentrate on the name of two of the most recent Presidents. If you are still having problems understanding the humor ask someone.

The district is considered about 55/45 generic republican, but it is a libertarian-tinged approach, not the insane fundamentalist fervor you get in SC's upstate districts. The election before Tea Party hero Tim Scott (now Senator Scott) won the district an old long time congressman named Henry Brown, who was obviously becoming senile, won by only 5 points over an openly gay woman. That couldn't happen in any of the other 5 GOP districts.
