Dubuque getting new Archbishop
Dubuque is getting a new Archbishop;
DUBUQUE -- The Dubuque Catholic Archdiocese will welcome a new archbishop today.
Pope Francis appointed Bishop Michael Jackels to become the new archbishop in Dubuque. He will be introduced at a news conference at 10:00 am in Dubuque.
Bishop Jackels is currently the Bishop of Wichita, Kansas. He's held that post since 2005. His biography states Bishop Jackels also worked for 8 years in Rome under then Cardinal Joseph Ratzinger, now known as Pope Benedict the 16th.

(36,286 posts)1. I'm not sure if this means anything more than
the appointment was already in the works.

According to the local newspaper Hanus wrote to Benedict last year and explained that his health wasn't the best anymore - I'm guessing that he told Benedict that he wanted to retire then. Looks to me like this was already in progress when Benedict retired and got handed over to Francis and we're seeing the end result today.

I've been reading up on the process (my diocese is expecting a new bishop soon as well). This document from the USCCB sums it up pretty well:
