But in the Virgin Islands they are U.S. citizens but can't even vote for President. At least a constitutional amendment allows that partial right to vote for DC. No excuses here from me, just pointing out that every election law is supported or opposed based on who benefits or loses, so DC probably won't get representation until a republican district is created at the same time, so it is of neutral effect. But I hope that undisputed principles will prevail.
