Colorado House gives initial OK to expanded lockout jobless benefits

The Colorado House of Representatives gave initial approval Friday to a controversial bill that expands unemployment benefits for locked-out workers.
The bill passed on a voice vote with support from majority Democrats.
Grocery stores and some business-advocacy groups opposed the legislation, saying it could damage the state's unemployment-insurance trust fund and increase employer premiums.
Labor unions countered that the bill would discourage employers from using lockouts as leverage in contract negotiations.
House Bill 1304 is the latest in a series of laws and court battles over the rights of workers to collect unemployment when their companies refuse to let them come to work.
"If (employers) lock out those workers, those workers should be entitled to unemployment benefits," said state Rep. Dominick Moreno, D-Commerce City, the bill's sponsor.
