Punishment: Maduro retains funds from the state of Miranda because the electors voted for Capriles

as governor.
Miranda is the 2nd most populated state of the country. It's useful to explain to DUers that in Venezuela States don't collect taxes, only the central government (the executive which is run by Maduro since december) who then allocates the fiscal revenue to the States.

Capriles: Miranda is the only Venezuelan state that has not received funds

Miranda state governor Henrique Capriles Radonski reported on Monday that his state is the only one in the whole country that has received no funds, known as constitutional allocation.

"There is an order, and it is being enforced for that matter, which is not to make the constitutional provision to Miranda state," the governor complained.

The opposition leader strongly recommended the Venezuelan national government to provide the funds because his political and personal activism should not adversely affect the people.

Capriles said once again that government officials have the duty to serve the people and not vice versa. Governance should be conducted without ideological or partisan distinction, he pointed out.

I cant seem to find any other reference to this story. And the way Anti-Maduro stories propagate like wildfire in US news, That seems a bit confusing.

Then again I also seem to come up empty handed searching for any reference to the "constitutional allocation" referenced in the article.

Miranda state governor and ex-presidential opposition candidate Henrique Capriles Radonski posted on Tuesday on Twitter social network that the funds from the constitutional allocation for Miranda state were deposited.

"We have been informed right now that the funds of the second fortnight of April relative to the constitutional allocation have been transferred," he twitted.

On Monday, the governor lamented that all Venezuelan states, except for Miranda state, had been granted the relevant constitutional allocation. He urged the government to respect the rights of some 37,000 Miranda state workers that were hit for the late payment.
