It's cut and dry. The fingerprint readers weren't verifying the card matched the fingerprint, proving, once again, what I have said all along about the fingerprint readers. Even the Carter Center had reservations about the pre-vote identity checking process. Indeed, from my point of view, this is very bad, because an operator of the machine would trust the machine more than the cedula. They would swipe it, and the person would vote, and the operator might not even look at it to verify the face matches. An operator could even get so complacent as to allow the card to be swiped by the individual themselves.
Now we know why UNASUR pressured for the recount to happen.
Note: this could have been used to Capriles' favor, too, because Baruta is where he was mayor. Of course, that begs the question why the PSUV witness refused to sign the actas and acknowledge the event.
