1. What does he think it would achieve?

Does he see it as a mystical ceremony, which transform those who do it into a band of brothers and sisters who will magically acquire both extra powers and extra respect from the government?

I presume he wouldn't actually single people out as 'working class' and then make them take it - surely not even he could be that crass. But it does sound as if he thinks it would have a real effect on 'the white working class', while others would be immune to it's magical potency.
