calling them? They often keep telephone books archived or at least a microfiche of the pages. I have been able to find ancient phone books in the public libraries of other cities in the USA. Don't know about Canada.

The phone book would be more likely than the voting list (that might still be sealed, like census records), and between their library system, municipal archives and some of the universities someone would have to have something.

Any genealogical society in Toronto would be ridiculously well-connected with those other sources.
