Missouri Association for Social Welfare fact sheet on SB 613

Key points, the bill would (paraphrased):

1), Stimulate the state economy, 2) stop the loss of an estimated 18 million in federal funds the state is currently not receiving, 3) stop treating drug felons more adversely than violent offenders if they complete treatment or court ordered programs, 4) help reduce the cycle of recidivism, 5) thereby reducing DOC costs and saving tax payer money.

On edit, I can't find this on the Senate's web site so it must be a previous sessions bill, the current House Bill is HB 1238.
