And Ducey still doesn't get it:
On Thursday, Gov. Doug Ducey ordered Arizonas restaurants to restrict occupancy to under 50% of capacity. He also revealed plans for ramping up testing and said there are signs the COVID-19 curve is starting to flatten in the state.
Arizonas weekly positive rate for PCR tests, which diagnose active coronavirus infections, has been steadily rising since early May, when it was 5%, but is showing signs of leveling off. Of the tests processed this week, 21% have come back positive, equaling the level of the previous two weeks. The previous weekly rates can fluctuate as test results come in for samples taken during that timeframe.

Although I do hope he ramps up testing. But he's been talking about "ramping up testing" since April.
It doesn't really do us any good if the curve "flattens" at 4000 + cases a day.
