that was the unofficial song of my neighborhood, at least, the "Oo Ee Oo Ah Ah" part.

Although some of the kids preferred "Eep Opp Ork Ah-ah"

It's like a surrealist Western with lots of references to Near Eastern mythology. And seems to also be about his marriage troubles.

A lot of Dylan would fit, really. Much of the time, he's more about trying to convey an image or a mood, than he is about any specific meaning. And sometimes he's just tossing in a reference to another song or book, and sometimes he's just trying to come up with something that rhymes.
