my intuition would be that it would be a home grown terrorist working alone. I wasn't far off, or it doesn't appear to be so.

Prowling around Southwark, no doubt. Although if the bishop discovers him skulking around instead of in church, Will could earn a rebuke.

The bishop owns all the land in Southwark, and draws revenue from the businesses located there. Bars, taverns, bear pits, gambling dens, even brothels. And of course, the theaters. His Eminence won't bite the hand that feeds him.
