It's relatively modest, it gives immediate relief now when they need it, it can be extended later if conditions don't improve, it avoids the idea that debts are to be forgiven in one massive write-off which many older taxpayers dislike. This is real balance that gets to the core of the problem in a timely manner. It's the kind of thinking that kept Joe in office for decades. Common sense, low key wisdom.
