And that is to come up with a means to surveil you in your home too...
Big Brother can then watch you all the time instead of just most of the time.

The Utah Data Center, code-named Bumblehive, is the first Intelligence Community Comprehensive National Cyber-security Initiative (IC CNCI) data center designed to support the Intelligence Community's efforts to monitor, strengthen and protect the nation.

It is alleged to capture "all forms of communication, including the complete contents of private emails, cell phone calls, and Internet searches, as well as all sorts of personal data trailsparking receipts, travel itineraries, bookstore purchases, and other digital 'pocket litter'."
Coming soon to us all in September 2013 !
