Arizona Gov. Jan Brewer Signs Bill Banning Destruction Of Guns Surrendered At Buyback Events

PHOENIX Arizona Gov. Jan Brewer has signed a bill into law that bars cities and counties from destroying guns turned over to police at community buyback events and instead requiring that they be resold.
The bill signed Monday was supported by Republicans and the National Rifle Association and opposed by Democrats.
Backers in the GOP-controlled Legislature argued that destroying any property turned over to the government is a waste of taxpayer resources.
Democrats argued that destroying the guns keep weapons owners no longer want off the streets.

(2,594 posts)I'll never forget a front page article of the St. Louis Post Dispatch probably around 91 or 92 announcing that $10,000 had been used to buy back about 1200 weapons of various sorts.
Then on page 11 where the National and International news started... there was an article announcing that the U.S. Department of Commerce had just approved the import of 100,000 hand guns from China.
The whole thing is an insane mess. China is also our 6th biggest customer for military weapons (what type I don't know) while we publically criticize their human rights record.

(26,598 posts)or not. The number of guns collected at buybacks is infinitesimal compared to how many exist, so whether they're melted or sold is really irrelevant. The only meaningful benefit of a buyback is the opportunity for a person to remove a gun that they no longer want and perhaps are not able to store safely - that benefit occurs no matter what the ultimate disposition is. And there's certainly something to be said for a city making use of any available resources (i.e., surrendered or confiscated property) in the most efficient way possible.
People who are turning in firearms that they really really want destroyed will still have the option: they can take a hacksaw or a sledgehammer to the firearm, and forgo the gift certificate.
Of course, the donors for these events may really want the firearms destroyed, but I wonder if these donors can run the same sort of event without involving the police at all: collect the guns, and arrange privately to have them melted...

(5,279 posts)I am far from an expert on firearms, but I have a good working knowledge of the mechanical aspects of common firearms. In many photos I have seen in the press (daily, monthly, and internet) of bought back guns on tables, I see damaged, partial, or toy (BB guns) guns. Removing these ...items...from society doesn't impact gun violence one whit. But it does provide visual camouflage for the ineffectiveness of buy back programs. If we want programs to reduce violence I'm all in, I just want truthful effective programs.

The Houston, Texas-based Armed Citizens Project has raised about $12,000 or enough to fund about 36 weapons, Shaun McClusky, a Tucson realtor who launched the Tucson effort, told Reuters on Friday.
The group has begun tracking illegal activity in three crime-ridden neighborhoods and will continue to monitor the crime rate after guns are distributed.
"This is about public safety. This is about people protecting themselves," said McClusky, a Republican who unsuccessfully ran for mayor in the city's last election.

Only not destroyed... so ya know, add a decorative steel rod in the barrel...and we wouldnt want that decoration to get loose, so naturally it'll need to be welded into place. That firing pin should be welded as well...dont want it possibly rattling around or anything.

Every once in a while a valuable antique may find its way in from an unaware owner but that's the exception rather than the rule. Every time I see the "pile of guns" publicity pics from these things 90% of the guns on the table are just old crap people bring in because they are offering cash.

(14,337 posts)Apparently, he got threats from the gun owners and rescinded his offer. The attitude seems to be if you don't want your guns, you MUST sell them to keep the "babies" around in circulation. They don't want you to destroy your own PROPERTY, and this is what guns are, PROPERTY.
I can't find the article but one legislator said the NRA was contacting them to support this Arizona law. Surprised????? If I should inherit my husband's guns, I will not sell them. I want them destroyed and out of circulation, even if I have to find a way to do that myself. Far easier to just hand them in to the police IF they will destroy them, but I won't if the police would resell them.

Cities and counties can then sell their weapons to said company, who would dispose of them properly and maybe make some money on the scrap metal. I guess the company would have to be a licensed gun dealer to remain within the law. I might be wrong but becoming a licensed gun dealer is something at the federal level, no?

Not only do they get rid of incriminating evidence, but the state pays them for it. Such programs went out of style, in California, because police found that theyed been looking for 50% of the guns turned in.
If safeguards are kept in place, the state could profit from resales. Especially if some of the guns have historical or collector value.
