New York’s Storm Recovery Plan Gets Federal Approval

The federal government on Friday approved a $1.7 billion plan developed by New York State officials to help coastal communities rebuild after Hurricane Sandy.

The plan includes $171 million to buy homes in low-lying areas, part of an ambitious effort by Gov. Andrew M. Cuomo to reshape coastal land in the face of more frequent extreme weather.

“We can never make up for the hardship people went through, but we can use this for a learning and an improving opportunity,” the governor said.

Mr. Cuomo announced the approval at a ceremony in Albany with the federal housing secretary, Shaun Donovan, the leader of the federal government’s Hurricane Sandy Rebuilding Task Force, and Senator Charles E. Schumer of New York, who pushed Congress in January to approve $51 billion in disaster aid.
