North Korea states 'nuclear war is unavoidable' as it declares first target will be Japan

Source: Express (UK)

In a commentary carried by the Korean Central News Agency (KCNA), the communist country lashed out at Tokyo's standing orders to destroy any missile heading toward Japan, threatening such actions will result in a nuclear attack against the island nation.

If Japan executes its threat to shoot down any North Korean missile, such a “provocative” intervention would see Tokyo — an enormous conurbation of 30 million people — “consumed in nuclear flames”, KCNA warned.

“Japan is always in the cross-hairs of our revolutionary army and if Japan makes a slightest move, the spark of war will touch Japan first,” the report added.

<snip>

The Korean Peninsula has "been reduced to the biggest nuclear hotspot in the world", the North said in more fiery rhetoric today, "making the outbreak of a nuclear war on this land unavoidable."

The leadership might all keel over from collective strokes. Who knows?

I think the informal rules regarding rants from dictators is that you only get to dominate the world stage for one week before risking being taken seriously and having ones bluff called.

No one in the uppermost NK hierarchy is dissuading him from continuing because they are ok with a serious confrontation as that will mean Kim Jong-un will lose face and it will then be safe to remove his control.

Presumably we have much more insightful people then me interpreting events though. I suggest the above because if it were true there wouldn't be talk of it. Our officials talking of it would burn that bridge.

Public humiliation of him will only lead to a launch.

He is clearly not what he claims to be to his people (an incarnate god and avatar of his grandfather) and that is causing the problem. Inside NK, people are no doubt in a state of major conflict - their state media feeds them the propaganda, but the empty suit being propped up is actually dumber than W. and less charismatic than candidate Gore...that would create some serious cognitive dissonance for sure.

As a result, Un feels the only way out of this trap for himself is brinksmanship and walking right up to the line of total annihilation if necessary, and if he is going to go out, he has no problem taking a few million people with him. Every sniper in Asia should be on contract to take this guy out at any opportunity.

Modern Nuclear weapons today are a far cry from the dirty bombs of Hiroshima and Nagasaki. Nuclear war is suicidal. Even if it does not explode Plutonium is the deadliest substance on Earth and may well be more dangerous as a dust cloud. At the height of the cold war such threats were largely implied. Ronald Reagan got caught (joking) about pushing the button and literally scared the crap out of everyone. Some have speculated that episode contributed to the end of the cold war, it takes one trigger happy idiot.

48. Here's a thought: The UN should put North Korea in the dock at The Hague
Fri Apr 12, 2013, 05:13 PM
Apr 2013
Back in 1994, when it was discovered that North Korea had furtively amassed enough plutonium for two bombs, Bill Clinton's administration seriously considered invasion but was horrified at the estimated cost: $100bn and a million casualties. War was averted by the diplomacy of Jimmy Carter, who negotiated an "agreed framework", which soon collapsed and was later replaced by "six-party talks", which have stuttered on for the past 10 years. Meanwhile the military has kept processing uranium and testing missiles.

There are two ways the security council can proceed. One is emollient: give North Korea what, behind all the bluster, it really wants, namely readmission to the NPT as the sixth (or seventh, behind India) nuclear weapon power. That has already been rejected by John Kerry, and would be resisted by other states. It may, however, be the only way, short of military force, to restrain this impossible state. Readmission to the NPT with that status would at least impose on it an eventual duty to disarm (albeit a duty on which, without invasive IAEA inspections, it might cheat).

The other option is to treat North Korea's threat of nuclear war as a crime against humanity, and to refer its behaviour to the international criminal court prosecutor for investigation and potential indictment of Kim Jong-un and his generals.

Using or threatening to use nuclear weapons was declared a crime against humanity by the UN in 1984
, while in 1996 the international court of justice ruled that "the threat or use of nuclear weapons would generally be contrary to the rules of (international) law", other than in "extreme circumstances of self-defence", which do not apply to North Korea's current threats of first use.

http://www.guardian.co.uk/commentisfree/2013/apr/07/north-korea-case-to-the-hague

I do not know that Kim ever leaves NK, but this may be a useful diplomatic strategy short of military action. I did not know that threatening to use nuclear weapons is a 'crime against humanity'. I'm glad that it is, just did not know that it has been so determined.

North Korea and their desire to build a nuclear deterrence does not begin in 1994 and neither does their animosity with Japan. They are still technically at War with every country stated. They are acting no different than China or Russia when they built their nuclear deterrence. Kim is not the first leader to threaten the use of nuclear weapons or even the first that have used them on civilians. If you want to call it a crime, then you need to go back further. He want be the first to seek or is presently seeking delivery systems for them either. Has Japan ever apologized or payed for their War crimes in Korea?

Sat Apr 13, 2013, 07:32 AM

threatening a 'first use' of nuclear weapons (as opposed to having the capability to retaliate) is such a crime.

While it may be satisfying to go back and prosecute those who used or threatened to use nuclear weapons as a 'first strike' before the UN declared it to be a 'crime against humanity', it would only be useful against leaders who are still alive. Prosecuting Truman for authorizing the atomic bombing of Japan - or any past leader of a nuclear-capable country who threatened a 'first use' - would result in 'show trials' since those responsible cannot be punished unless they are still alive. I suppose we could task the International Criminal Court with prosecuting dead people to make a point but that is a separate decision.

There have, of course, been many apologies by Japan to Korea, China and other countries. There is still plenty of controversy as to whether these apologies were sufficient. Japan did pay for its crimes in Korea. Whether that was sufficient is a subjective matter, as well.

In the South, memories are still a bit raw from the Japanese occupation of Korea and the abuses meted out. Stories of young Korean women taken to Japan as sex workers were common not so long ago.

And that's the South, with fairly good relations with Japan. The North's leadership is vitriolically racist and xenophobic to an extreme--whether they actually believe it or just have this as their debate positions is meaningless. It's what they tell their own people. It's good for whipping up more nationalistic rally-round-the-flag jingoism and making the North Koreans the most important people with the most important country on Earth.

This kind of anti-Japanese rhetoric is common. We just don't pay attention and, as Americans, simply can't conceive of something happening that doesn't crucially make us the most important factor in that "something."

CITING EXHAUSTION, KIM JONG-UN TO STOP THREATENING WORLD ON WEEKENDS

POSTED BY ANDY BOROWITZ

PYONGYANG (The Borowitz Report)—Saying that he could “no longer keep up the punishing pace of sabre rattling seven days a week,” North Korean dictator Kim Jong-un said today that beginning this month he will take weekends off from vowing to incinerate the world.

After the official Korean Central News Agency (KCNA) released a revised April Threat Schedule showing that Kim’s declarations of war and doomsday ultimatums would be limited to Monday through Friday, North Korea’s Supreme Leader explained his decision to make his weekends threat-free: “Dad always told me that you have to pace yourself in this job. The biggest danger isn’t the United States—it’s burnout.”

Kim said that he made his decision over the past weekend, after he issued his forty-ninth official statement threatening to engulf the mainland U.S. in a nuclear Armageddon: “I was in the middle of saying ‘infernal sea of fire,’ and I kind of realized, hey, I’m just phoning it in. And I never want to be that guy.”
