New details emerge in Harrisburg killings

Less than a year after he was convicted of assaulting a neighbor, Anthony Charles Hardy received a concealed carry permit from the Cabarrus County Sheriff’s Office – an approval that N.C. law prohibits.

Hardy – who authorities said fatally shot two of his neighbors before killing himself on Friday – received a concealed carry permit in September 2005, shortly after a prayer for judgment conviction for misdemeanor assault and battery, state records show.

When Hardy went back to the county office for a renewal in 2010, Cabarrus County denied his application because of his assault charge, Sgt. Susan Johnson, records supervisor, said.

Soon after, Hardy returned to get his fingerprint card, Johnson said. He told county officials he planned to get a concealed carry permit through Florida’s nonresident concealed carry program. The permit would be valid in North Carolina through an agreement among various states, Johnson said.

The shooter, Anthony Charles Hardy, killed two of his neighbors before killing himself this past weekend. This happened in a quiet, upscale suburban neighborhood. It is bad enough that Hardy was given a concealed carry permit shortly after his assault conviction in 2005, but the NC sheriff's office turned him down for a renewal in 2010. So Hardy simply goes to Florida to get his concealed carry permit, or at least that is what he told people. We don't really know since Florida keeps these records confidential. Unlike NC, Florida grants permits to people convicted of violent misdemeanors if three years have elapsed without further incident. And no matter what NC law may have to say about whether or not a person should have a concealed carry permit, the agreement between the two states allowed Hardy to legally carry a gun in NC since he had a permit from Florida. Apparently....except that Florida says that it is none of our business.

How does any of this make sense?

been waiting forever for grants from the governor to vote again...but they can get a concealed carry while waiting.

Clearly the right wingers fear the vote more than they fear the gun.

The shooter in this case was a well-educated pharmacist living alone in a 2300 square foot home. He was described in a previous article as "politically conservative". The motive for the shooting was at first believed to be over the removal of some trees from his property and his two victims were believed to be targeted because they pushed for the removal of those trees from their position on the homeowner's association. There are questions as to whether that was actually the motive or if Hardy just snapped for no apparent reason. At any rate, the rights of homeowner's associations are another recent target of our rightwing NC legislature.

And that same individual later killed two people with a gun.

Doesn't matter where he killed them.

This guy should not have had a gun period.

As for people losing their rights unfairly ... two people lost all of their rights, forever.

Florida isn't respecting the state laws of North Carolina or any other state. "Non-resident" permit? That's a federal issue, seems to me.

please don't try to make any sense of it. It'll just give you a headache. Trust me. I'm from NC. I have tried to make sense of some of our stupid laws. There is none. I call it the NC Laws of Relativity; for every law, there is an equal and opposite law somewhere on the books that cancels out the first law. Try it. It really does work out that way in NC. It's messed up.

I'm glad we found out about these agreements between states though. Well, it is news to me anyhow. They probably slipped that in right under our noses. Now that we know about that loophole, it's time to close it. That perpetrator should never have been allowed to even own a gun again after showing how aggressive he was before, much less be allowed a CCP and the chance to murder people. That is just wrong.
