Every country or empire cannot exist without a mining industry. Besides our ability to make weapons, mining provides tools, infrastructure, housing components and some of our food items.
This is why, what the mining industry need they get. Even the constitution writers took care to not offend the mining industry and as states west of the Mississippi were added insurance was made to have land surface ownership and mining ownership for below ground.
They keep their problems as quite as possible even when it may effect the economy. Like the price of copper.
