FAA: Where's the money coming from ?

I've read a couple different versions.

The furlough was worth about $250 million.

One version is that the bill just reduces FAA's contribution to the sequester total by 250 so they can get all the ATC folks back to work.

Another is that the bill allowed FAA to deliver their sequester dollars in any way possible but the total dollars remained the same.

Which is it?

I ask because if it's the second version, what compromises in important safety regulation programs are we going to see as FAA eliminates the urgent problem of rich people being stuck in airports. Trading important for urgent almost always ends up badly.
