FEMA-like recovery funds to Boston victims?

Would this work? The government allocates funds for the medical bills, hospital bills, rehab bills, prosthetics and other equipment, lost wages, caregivers, etc., for those wounded in Boston. Just like the government allocates funds for disaster relief.

Thoughts?

And am really surprised that there was not an action or declaration the first days.
My guess is because there was so little property damage that the Feds don't feel it is their responsibility to help. Interesting that there was an immediate charity fund set up by State/Local officials but no state sponsored help. I think it was definitely a calculation that they didn't want to set a precedent to help people when no property was involved. Or maybe I am being too cynical.

And it appears that federal funds for 9/11 was a "one of a kind" situation. Probably to ensure that the airlines wouldn't have thousands of law suits.

There was no real victim assistance for the Oklahoma Federal Building bombing which was also deemed terrorism (so it is not a matter of whether the term terrorism is used).

No major federal financial assistance was made available to the survivors of the Oklahoma City bombing, but the Murrah Fund set up in the wake of the bombing attracted over $300,000 in federal grants.[6] Over $40 million was donated to the city to aid disaster relief and to compensate the victims.[128] Funds were initially distributed to families who needed it to get back on their feet, and the rest was held in trust for longer-term medical and psychological needs.[128] By 2005, $18 million of the donations remained, some of which was earmarked to provide a college education for each of the 219 children who lost one or both parents in the bombing.[128] A committee chaired by Daniel Kurtenbach of Goodwill Industries provided financial assistance to the survivors

Just saying that the gov't could help, like FEMA helps in disasters.
