Can hate web sites in other countries be blocked by firewalls at the US border gateways?

Web sites operating in the US are protected by the First Ammendment, subject to US law.

But it is doubtful that web sites in other countries would be protected by the First Ammendment.

Bomb making instructions to do it?

Congress can pass a 1000 page bill per usual.

There are relatively few landing points at which to install firewalls. There are ways to get around it of course, but that makes your traffic somewhat obvious and subject to traffic analysis.

When the political pendulum swings back to the Republicans someday, do you really want the next Dick Cheney to be able to censor information from entering this country? The first amendment is a great thing, let's not look for ways to weaken it more than it already has been.

China, Iran, and others have had real problems closing things down. I am not sure that I want to join the ranks of censoring nations.

And there are relatively few places that you need to stop those.

Plus, corporate security has been restricting access to specific address and protocols for decades. It's a well understood process. Some degree of blocking is clearly possible.

But I'm interested in the legal question as to whether it can be done or whether first ammendment freedoms of speech and press would forbid blocking of access to foreign hate web sites.
