His body is also turned around. I think first photo is probably before gunshots were exchanged, and the second was after the hostage negotiator failed to get a response from him.

Second pic is after police moved in and pulled the tarp off, ladder was probably knocked over when they pulled the tarp off.

The boat probably has a V-berth in the bow. That the guy was lying on the cockpit floor tells us that the companionway into the cuddy cabin was locked. He might have gotten shelter from rain, but none from cold. Besides his wounds, he was probably also hypothermic.
