(75,480 posts)of withholding from paychecks for taxes and paying under the table can only be done for small amounts or a good IRS auditor will find out about it. The only other alternative is not to pay them. This means Silicone Valley would be using slave labor kept on a ship that they can't leave if the employers so decided.

BTW, the government knows about the trick of using multiple entrances on a tourist visa to work in the US: I know one person who was deported for doing it.
