That law requires that the person be tried in the federal district in which the crime occurred, but that the defendant can request a change of venue. Then they typically opt for a nearby district.

Can he plead guilty, and have a lawyer negotiate for him, and be sentenced by a judge? James Earl Ray did that.

His trial was moved to Colorado I believe. I imagine we'll see similar in this case.
