That's my impression. All they could do was keep an eye on him.

I think they needed to have more input from a psychologist rather than more surveillance. There were signs of disturbed thinking and his social isolation was openly stated. I wish people would put more stock in "cries for help." I wish the FBI could be better at recognizing pathology and get more help on that when they see the potential.
