Chertoff is saying that the rapid roundup of the bombers is all due to the things that BushCo set up when they were in charge. The way I remember it, the roundup of the WTC bombers by BushCo led to the Bin Laden family being shipped home safe and sound, on an American airliner, at the taxpayer's expense. At a time when ALL other commercial aircraft were grounded in the entire USA.
