The younger one apparently came here when he around 10, but the older one didn't come until later. Since the older one was already around 17 when the younger one got here, and he came later, I don't think you can say the older one grew up here.

Of course, the information I'm basing this one could change.

If the parents are naturalized the children indirectly are naturalized too. Don't know what the age is before they have to go through the process themselves.

They've been assigned by the government for several years now, so he didn't get to choose his own date.
