This terrorist cell could be a hired gun. Al-queda, another terror group, or even another government could have paid them to carry out the attack.
This also might not be the entire cell.

So if this guy dies today, this trail further up the network could go cold. And then we'll end up getting hit again in the future as the cell gets reloaded.

They could be lone wolves....but you never know who could be behind this.
