...when his "no" vote was a procedural vote, not because he is against the bill. The first image is correct in not listing Reid.

for a vote again. I don't know how that works, just that this was his reason.

So he shouldn't be on that image as a no vote. Reid, and other party leaders before him, do this as a procedural move and has nothing to do with an opposition to the bill.

After it became apparent it was losing, he had to vote no to preserve his right to bring it up again.
