Yes, he's a moron for not doing filibuster reform when he had the chance, but he was in favor of this bill, so let's not put it on his list of offences. That's long enough already.

(59,475 posts)This is usually done when things are closer, but it may suggest that Reid might have some thought that it is a long shot possibility of getting the votes. If he did not do this, the amendment would be completely dead and he could not call it up again.
