2. The NYPD beefed up after 9/11- have not left everything to Homeland Security since then...

We didn't receive anywhere near the funds a city our size needed (considering the multiple attacks here). In the days after 9/11 there were such frequent "credible threats" being shared with the NYPD (particularly at bridges and downtown) that they felt they needed to send extra security to screen when it wasn't immediately available from HS, so they sent their own. Been doing it ever since.
